In public that is. On Halloween, however, I do not think that law is enforced very much. You can buy the getup anytime, not just Halloween.The men who are really good at it can get away with it whenever they like, 365 days a year. And some do. Trick or Treat. Women can do the guy thing I suppose, but that is not as popular.
