I watched it when I was a kid- I think it was around the mid 80′s. I vaguely remember the details. All the monsters lived together and the witch was sad and decided she was not going to fly across the moon thereby stopping halloween from coming. I remember a little girl talking to the witch and saving Halloween. There is a really cheesy disco scene at the end.
